RV burns, then house. Where's the fire department?

For the first half of this nine-minute video, while an RV burns in a Camas, Wash., suburban neighborhood, people come and go, cars pass by. . . and all the while nobody bothers to even attempt to douse the flames with a garden hose or fire extinguisher. Finally, after about six minutes, a fire truck arrives. By then, the house where the RV is parked has now erupted in flames -- smoke and flames spewing from its roof. As the video ends, the RV is still burning with the once nearly-extinguished flames growing larger and the house still smoking. The fireman are spreading out hose, but no longer spraying water on the RV or the house. What's up?
